If you are looking to get good results I would recommend growing indoors, however, you might be surprised by the results when growing outdoors. You could try out a few seeds outdoors during the summer to see how they respond as an experiment, but don't expect them to really flourish.
For growing indoors you will need about a minimum of 60 watts per plant as well as a light which is suited to growing (needs to cover a broad spectrum of light for the plants to properly photosynthesise, a typical desk lamp will not work for growing). The smell WILL be noticeable when growing indoors even with carbon filters so make sure that you take the necessary precautions to eliminate the odour properly.
You can grow it but 35 celsius is quite high, you may encounter problems throughout your growing cycle.
